Hutu ethno-nationalism remained an important ideology in Rwanda and ultimately Hutu leaders used the idea that Tutsi were not "true" Rwandans to inspire Hutu soldiers and militia to slaughter the country's Tutsi population in 1994 along with moderate Hutu who challenged the exclusivist national ideology.
